Tailgate Table Bracket for Billie Bars cross bar racks

Hey guys. Anyone else running a bumper with a winch? I have a small fan (maybe some kind of sensor) on my truck I haven't seen on the C4 install guide. It's probably because I have a hybrid, is my guess. But it seems that it will interfere with my winch. I'm thinking I can just relocate it somewhere along the support. Any reason not to? Anyone know exactly what this little thing is? Image for reference below. I circled it in red.

What up Fam?

I got the Billie Bars cross bar system and I absolutely love their products. Every thing is easy to use and extremely sturdy. With that said, I have a wheel table thats driving me nuts in the bed of the truck so I thought of putting brackets underneath the crossbars but I haven’t been able to come up with how I would lock the table in from being able to get taken or fly out while driving. Do any of you know a bracket that I could used thats able to lock somehow? If not I gotta ask Billie bars to make one! Would make carrying around that table so much easier!
