Are you sure about those 18" wheel numbers? If you're comparing them to a 17" option, the second number usually decreases (in this comparison) by 5mm. So a 305/70/17 would be the same as 305/65/18? At least I think so? If so, then the ones you've listed are about 1" bigger for the 18s.
It really depends on the brand of the tire. But... a 35X12.50R17 is usually always a true 35" tire. So is a 35X12.50R18.

For the metric-size tires, you're correct, close to 1" but not always - never measures out exactly from tire brand and tread pattern. For a general statement though, most of the 18" tire sizes and 17" tire sizes are in the same class.
All I am saying is that all those sizes, regardless of tire brand, tread pattern, and lug depth are going to be a good option for the 4th Gen Tacoma.
A little more detail, links, and "tire class" for how they're often referred to with maybe an exception for the 295/70R17. Closer to a 33" class. I stand corrected. I meant to originally list a 295/75R17 right there but whatever. I'll make a dedicated post for this one day and make sure to run it past you before I post it. haha.
